Dr. David C. Robinson, PE
First employed at the North Carolina Department of Transportation in 1974, Dr. Robinson began his involvement with wetland and stream mitigation in 1994, when it became clear that the Department was incapable of securing environmental permits without a major change in the means by which mitigation was procured.
In 1995, he initiated an effort to forecast mitigation needs - a study named "SWAMP-95" - and later, when the full implication of the quantity of the needs was realized, conceived of a unique procurement procedure that would produce guaranteed compensatory mitigation for the Department in the easiest manner possible. Full Delivery mitigation was the preferred method since it allowed the Department to specify and obtain required compensatory mitigation in the desired location with little or no risk to the Department. Dr. Robinson left the Department of Transportation in 2000, after the Full Delivery program had produced significant amounts of mitigation and received many crucial environmental permits. He then joined the North Carolina Department of Environment and Natural Resources' Ecosystem Enhancement Program (EEP) in 2003 to perform strategic planning as to the location, quantity and timing of mitigation for which payments has been received from the Department of Transportation and the private development community. Although the EEP utilized other methods in addition to Full Delivery, this method of procurement produced the largest quantity of high quality mitigation and involved the least number of EEP staff compared to all other methods combined. Dr. Robinson left EEP in 2010 and, through MPS, is pursuing private consulting in the costs and benefits of the various methods of mitigation procurement. Based on his five years' full delivery experience within the North Carolina Department of Transportation and seven years within the North Carolina Ecosystem Enhancement Program dealing with the procurement of compensatory mitigation, Dr. Robinson is well qualified to educate, advise and train on all aspects of the business. |
